Militants hits Meralco and ERC collusion,

Protest Caravan Launched

MILITANTS belonging to Bukluran ng Manggagawang Pilipino (BMP) and Kongreso ng Pagkakaisa ng Maralitang Lungsod (KPML) once again took to the streets to reiterate that the P4.15/kwh increase in electricity rates of power firm Meralco is an unjust burden to millions of Filipinos who have not yet recuperated from the calamities that hit the country in the past months.

“With no significant wage increase since 2010 and only contractual jobs available, the living conditions of workers are already wretched as it is. Once implemented, Meralco and the power producers shall only rob our families’ meager budget for noche buena just to satisfy their insatiable appetite for profit. Exacerbating our situation will only push the workers to desperation and eventually revolt,” said BMP leader, Gie Relova.

The groups held a protest caravan and held protests at Meralco branches in Caloocan City, Quezon City and Manila. The protest caravan culminated at the office of the Energy Regulatory Commission (ERC) in Pasig City, in time for the deliberations of the commission on the Meralco rate hike petition.

The BMP and KPML speakers took turns in lambasting both Meralco and the ERC, in what they claimed was collusion between a power distribution monopoly and the agency tasked to “regulate” electricity prices in an already deregulated power industry.

Relova pointed out that, “Not even once since its onset did the ERC favor the interests of the people over the vulture-like Meralco. This agency is as lame as a duck, designed to deceive and provide the notion that the government is working for the electricity consumers’ welfare”.

The ERC was created upon the enactment of the Electricity Power Industry Reform Act in 1999 to ensure transparent and reasonable prices of electricity in a regime of free and fair competition and full public accountability. Also part of its mandate is to establish a strong and purely independent regulatory body and system to ensure consumer protection.

“Malacanang and the Department of Energy cannot claim impartiality and act as if they have done anything and everything when all they have done is appeal to the management of Meralco by pathetically citing its corporate social responsibility. If the national government is truly sincere in protecting the interests of the multitude, then it should suspend the collection of value-added tax (VAT) pending the normalization of the operations at the Malampaya gas field to decrease the hike’s impacts,” Relova proposed.

Meanwhile KPML spokesperson Anthony Barnedo demanded from government authorities the full disclosure and utilization of the Malampaya funds since the Supreme Court (SC) recently decreed that its sole purpose was for the electrification of the countryside.

“The SC decision must be implemented to the letter. The revenues sourced from the Malampaya gas field must be utilized for the rehabilitation of the power plants and transmission lines struck by Yolanda and not from the pockets of the Meralco consumers,” Barnedo asserted.###

Militante sinugod ang Meralco dahil sa P3+/kwh na dagdag-singgil:

"Para maibalik ang kuryente sa Bisayas, dapat magmula sa 

pondong Malampaya at ‘di sa bulsa ng konsumer"

SUMUGOD sa tanggapan ng Meralco ang mga militanteng grupong Bukluran ng Manggagawang Pilipino (BMP) at Kongreso ng Pagkakaisa ng Maralitang Lungsod(KPML) para iprotesta ang napipintong pinakamataas na karagdagang singgil sa kuryente sa kasaysayan ng Meralco. Balak nitong ipatupad ang dagdag singgil ngayong buwan. 

Bitbit ng mga raliyista ang mga plakard na may slogang: "Meralco: Ganid", "Meralco: Swapang", "Binagyo na, Pagsasamantalahan pa!" 

Inanunsyo kamakailan ng Meralco na magdadagdag sila ng mahigit P3 kada kilowatthour (kwh), tinatayang tataas ang bayarin ng P600 ng isang pamamahay na regular na kumokonsumo ng 200 kwh kada buwan. Ayon sa Meralco, ang pagtaas ay sanhi ng pagpapalit sa diesel mula sa mas murang natural gas dahil sa naka-skedyul nitong maintenance. Ang natural gas na nakukuha sa Malampaya ang ginagamit sa halos kalahati ng demand sa kuryente ng buong Luzon. Dagdag pa, ang mga konsumer ng Meralco ang siyang papasan sa 6.5 bilyong pisong rekonstruksyon ng mga nasirang linya ng kuryente dahil sa bagyong Yolanda. 

Dineklara ni Leody de Guzman, pambansang taga-Pangulo ng BMP na,”Dapat lang na bitayin ang Board ng Meralco dahil sila’y mga ganid sa tubo. Ang pagsamantalahan ang pighati ng mamamayan ay pagpapakita lamang ng kawalan ng puso ng kumpanya.” Kung ang maintenance ng Malampaya ay totoong naka-skedyul, dapat lang na pinaghandaan ito ng Meralco at ng gobyerno para protektahan ang mamamayan sa hindi makatwirang mga singgil. Ngunit nanahimik at hinayaan ng gobyerno ang pinakahuling kaluputin na sinapit ng taumbayan. Ang katotohanan, makikinabang din kasi ang gobyerno sa mataas na kuryente dahil sa mas mataas na VAT na kokolektahin nito, dagdag ni De Guzman. 

“Para maibalik ang kuryente sa Bisayas, dapat magmula sa pondong Malampaya at ‘di sa bulsa ng masa. Kung may silbi man ang programang Public-Private Partnership ng gobyerno sa mamayan, dapat lamang na pareho nilang pondohan ang rekonstruksyon ng mga nasirang planta at linya ng kuryente sa Kabisayaan.  Ang pondong Malampaya na dineklara ng Korte Suprema na eksklusibo para sa programang elektripikasyon ang dapat gamitin sa mga dinaanan ng bagyong Yolanda” paglilinaw ni De Guzman. 

Hinirit ni De Guzman na, "Hindi dapat magdalawang isip ang gobyerno na mamuhunan sa industriya ng kuryente para garantisadong magmumura ang presyo ng kuryente sa bansa. Gayung ito ang sentral na dinadahilan ng mga imbestor sa kanilang hindi pagnenegosyo sa Pilipinas". ###

MAY PAG-ASA

Laban sa Inutil na Pangulo at Palpak na Elitistang Gobyerno

MAYPAG-ASA. Ito ang alyas o koda noon ni Andres Bonifacio, supremo ng Katipunan at lider-manggagawang namuno sa laban ng bayan sa kolonyalismong Espanyol. 

Isa’t kalahating siglo na mula nang isilang si “Maypag-asa” – ang dapat tanghaling unang pangulo ng republika ng Pilipinas. Ngunit napapanahon pa ring tanungin ng bawat Pilipino: “May pag-asa pa ba ang ating Inang Bayan”? 

Makabuluhan ang tanong na ito laluna sa panahong tayo ay humaharap sa kaliwa’t kanang mga pagsubok bunga ng kalamidad at mga kontrobersyang pampulitika. Laluna sa yugtong ito na tila nalulukuban ang buong bansa ng kawalang pag-asa.

Tahasan nating idinedeklara: “May pag-asa pa!” Subalit hindi ito grasyang magmumula “sa itaas”. Hindi ito manggagaling sa mga elitistang may-kontrol sa ating ekonomiya’t pulitika. Hindi magsisimula sa matataas na mga opisyal ng gobyerno na sinasamantala ang mismong kahirapan at pagdarahop ng masang Pilipino. 

Bakit? Dahil sa sumusunod na kadahilanan:

Ang gobyernong ito ay para sa mababang pasahod. Tuwi-tuwinang sagot ng rehimeng Aquino sa ating kahilingan para sa dagdag na sahod ay ang pagsasara ng mga pabrika at pagbabawas ng mga trabahador. Imbes na sundin ang Konstitusyunal na probisyon ukol sa living wage (o sahod na makabubuhay ng pamilya), ang gobyerno mismo ang tumatayong tagapagsalita ng blakmeyl ng mga kapitlalista para manatili ang mababang pasahod. Sa Enero 2014, itataas pa nito ang kaltas para sa Social Security System at Philhealth. Liliit lalo ang take-home pay ng mga manggagawa! Ang Wage Order 18 ang pinakamaliit na kautusan sa buong kasaysayan ng NCR wage board.

Ang gobyernong Aquino ay para sa kontraktwalisasyon. Sa kaso ng kontraktwalisasyon sa Philippine Airlines nang tangkain ni Lucio Tan (dating may-ari ng PAL) na alisin ang mga regular at palitan sila ng mga kontraktwal na empleyado sa pamamagitan ng outsourcing ng ilang departamento ng kompanya, kumampi ang Malakanyang sa katuwiran ni Tan. Gumawa ito ng bagong kategoryang “core” at “non-core” na hindi nakasaad sa Labor Code.

Ang gobyernong Aquino ay para sa demolisyon ng komunidad ng mga maralita. Walang habas ang demolisyon sa mga “informal settlers” sa mga punong lungsod. Diumano, ito ay para daw iligtas sila sa mga “danger zone”. Subalit mas masahol naman ang kanilang nililipatan sa mga relokasyon sapagkat bukod sa wala o kulang sa batayang mga serbisyo ay malayo pa sa kanilang mga trabaho. Ang mas hinahabol ng gobyerno ay pagwawalis sa mga maralita upang tumaas ang land value sa lungsod para sa mga real estate developer gaya nina Henry Sy, Zobel de Ayala, mga Gokongwei, Lucio Tan at Andrew Tan. 

Ang gobyernong Aquino ay para sa mataas na presyo ng langis. Nang uminit ang protesta laban sa oil deregulation kasabay ng pagsirit ng presyo ng krudo sa $100 kada bariles noong 2012, nagpatawag ng rebyu ang Department of Energy. Pero imbes na aralin kung paano manunumbalik sa “regulated oil industry”, tutuklasin pa raw ang epekto ng deregulasyon sa presyo ng langis. Bagamat maliwanag pa sa sikat ng araw na ang kawalang kontrol sa presyo ang siyang dahilan ng walang tigil na pagtaas sa presyo ng produktong petrolyo! Ang totoo, mas pinapaboran ng gobyerno ang mahal na presyo ng langis sapagkat mas tumataas din ang kanilang nakokolektang VAT bunga ng pagtaas nito! 

Ang gobyernong Aquino ay para sa mataas na singil sa serbisyo publiko. Hindi pinipigilan ang pribatisasyon ng mga dating sineserbisyo ng gobyerno gaya ng kalusugan, edukasyon, pabahay, pangmasang transportasyon gaya ng tren, atbp. Pinalitan lamang ng pangalan – tinaguriang private-public partnership (PPP) – ngunit iisa ang resulta: pagtutubuan ng mga kapitalista ang serbisyong panlipunan. Ilang halimbawa ng epekto nito ay ang napipintong pagtaas sa pasahe ng LRT at MRT, pagtataas sa toll fee sa NLEX, SLEX at iba pang tollway, at pagsasapribado ng mga pampublikong ospital.

Ang gobyernong Aquino ay para sa malalaking kapitalista. Sa nakaraang SONA, ipinagmalaki ni Noynoy ang “inclusive growth”. Aniya ang nais raw ng rehimen ay pag-unlad na para sa lahat ng Pilipino. Subalit sino lamang ang nakinabang sa ipinagmamalaking GNP/GDP growth? Ang pinakamayamang 40 pamilya na lumago ang yaman ng 37.9% noong 2011. 

Ang gobyernong Aquino ay para sa political dynasty. Ang mismong pangulo ay nagmula sa pampulitikang angkan. Ito ang mga pamilyang nagpapasasa sa kaban ng bayan at hindi inuuna ang kapakanan ng nakararami at ang totoong pambansang pag-unlad. Hanggang ngayon, hindi pa rin naisasabatas ang enabling law sa Konstitusyonal na probisyon laban sa mga political dynasty. 

Ang gobyernong Aquino ay para sa pork barrel. Naluklok sa poder si Noynoy at partido Liberal sa islogang “kung walang korap, walang mahirap” at “daang matuwid”. Pero hindi niya tinanggal (bagkus ay dinoble pa nga!) ang PDAF ng mambabatas na matagal nang pinupuna bilang isa sa mga mekanismo ng korapsyon sa bansa. Bukod sa PDAF, mayroong P1.3 Trilyon na presidential pork na ginagamit – hindi sa lahatang-panig na pag-unlad – kundi sa pagpapanatili ng “utang na loob” ng mga lokal na opisyal at kanilang mga botante. 

AT HIGIT SA LAHAT, ang gobyernong Aquino ay palpak sa pagtulong sa mga nasalanta ng kalamidad. Ang sunod-sunod na kalamidad sa Visayas – mula sa lindol hanggang sa kamakailan lang na bagyong Yolanda – ang nagbulgar sa kapalpakan ng elitistang paghahari. Lumipas muna ang isang linggo bago opisyal na nasimulan ang pag-ayuda ng gobyerno sa Leyte’t Samar, partikular sa Tacloban. Ito ang INUTIL na administrasyong mas inuuna ang imahe bago ang pagtulong sa taumbayan. Hanggang ngayon, maraming lugar pa rin ang hindi nakakatanggap ng tulong mula sa gobyerno. 

Kung wala sa inutil na pangulo at elitistang gobyerno, nasaan matatagpuan ang pag-asa ng bayan? Nasa taumbayan mismo. Nasa ating sama-samang pagkilos. Nasa ating kapatiran at pagdadamayan. Nasa ating pagkakaisa’t paglaban. Makikita ito sa pagtulong ng milyon-milyong ordinaryong mamamayang hindi na naghintay sa anumang anunsyo ng gobyerno ngunit agad na tumulong sa mga nasalanta ng nakaraang mga sakuna. 

Mas pa, sapagkat ang sama-samang pagkilos “mula sa ibaba” ay nagkamit, kamakailan lang, ng sumusunod na mga tagumpay: 

Una, ang pagdeklara ng Korte Suprema na labag sa Konstitusyon ang PDAF ng mga mambabatas at iligal ang lump-sum appropriation sa pondo ng gobyerno at absolutong kontrol ng Malakanyang sa paggamit nito ng Malampaya fund (na dapat ay inilalaan sa paglikha ng enerhiya at elektripikasyon ng bansa). Hindi pa nagtatapos ang laban. Tinanggal lamang ang “pork barrel” ng mga mambabatas ngunit nananatili ng presidential pork. Hindi pa rin nailalagay ang partisipasyon ng taumbayan sa pagbabadyet ng gobyerno. Ganunpaman, makasaysayan ang naging hatol ng Korte. Maari na itong gawing batayan sa lahat ng susunod na kaso tungkol sa kabuuang “pork barrel”. Ito ang bunga ng tuloy-tuloy na pagkilos ng taumbayan na nasimulan sa Million People March sa Luneta noong Agosto 26.

Ikalawa, ang pagbabalik sa mga tinanggal bilang regular ng mga empleyado ng Philippine Airlines, sa pamumuno ng PALEA. Palagiang kinampihan ng gobyerno – mula sa Malakanyang hanggang sa Court of Appeals – ang outsourcing ni Lucio Tan para mapalitan ng mga kaswal ang mga regular at durugin ang unyong PALEA. Sa loob ng dalawang taon, lumaban ang unyon – sa tulong at suporta ng kilusang mamamayan at kilusang paggawa. Nang ibenta ang PAL sa San Miguel group, unang pumostura laban sa reinstatement ang bagong management. Subalit hindi natinag ang unyon bagamat umabot na ng dalawang taon mula nang i-lockout ni Lucio Tan ang PAL. Noong Nobyembre 16, dahil sa pangangailangan din ng PAL ng mga manggagawang mas may kasanayan sa trabaho, pumayag ang bagong may-ari na bumalik bilang regular ang mga kasapi ng PALEA.

Mga kababayan! May pag-asa pa. Ang ating katubusan ay nasa ating mga kamay. Sa sama-samang pagkilos, naging iligal ang PDAF at nakabalik ang PALEA. Sa pagkakaisa’t pakikibaka, may lakas at tagumpay ang mamamayang Pilipino. 

Mga kamanggagawa! Si Gat Andres ay manggagawa. Gaya rin nating sahurang alipin. Subalit pinangibabawan niya ang kahirapan. Nagkusang mag-aral at magtiyaga. Inisip ang kapakanan ng buong bayan, hindi lang ng sarili o sariling pamilya. Hanggang sa naging lider ng bayan. Sa okasyong ito ng ika-150 taon ng kapanganakan ni Bonifacio, tanggapin natin ang tungkuling pangunahan ang laban ng bayan sa elitista’t trapong paghahari. Higit sa anumang sektor sa lipunan, ang nagkakaisang pagkilos ng manggagawa, ng milyon-milyong walang pag-aari kundi ang kanilang lakas, talino at oras – ang siyang tunay na pag-asa ng bayan. BMP tells Ombudsman to dig deeper

“SENATOR Miriam Defensor-Santiago’s call for the government to turn Priority Development Assistance Fund (PDAF) scam prime suspect Janet Lim-Napoles into a state witness is clearly jumping on the gun not in the name of justice but only for political vendetta against her known opponent, Senator Juan Ponce Enrile,” said labor leader Gie Relova of Bukluran ng Manggagawang Pilipino (BMP).

Relova does not believe that the buck stops at the senators and government officials already charged for the misuse and abuse of the PDAF. “If Senator Santiago and Assistant Ombudsman Joselito Fangon deem that the Ombudsman’s findings are conclusive on the issue of the mastermind then they have caused a great injustice and disservice to the people once again,” he said.

“To tag Enrile as the “unseen hand” in the systematic plunder of the peoples’ funds is ineptitude on the part of the Assistant Ombudsman. If evidence points to Enrile’s guilt then let the wheels of justice grind him slowly but to single him out in a systematic and concerted effort to rob the people will only free up the true “godfather” of this extremely heinous crime,” Relova clarified.

“It is an open secret that graft and corruption has long been etched in public service in all levels of government even before the PDAF scam exploded. Officials cannot deny that scam’s magnitude implies the uninterrupted, deliberate, systematic and extensive corrupt practices and this can only be done systematically, as the reports show, collusion cutting across the branches and layers of government and presidential terms of office occurred,” Relova asserted.

Despite the backtracking of the Office of the Ombudsman on the alleged 8-page memorandum   prepared by to Ombudsman Morales supposedly identified Senator Enrile as the mastermind of the scam, the labor leader claimed that Napoles could only be turned state witness if she divulges all information about her modus operandi and her accomplices during the administration of former president Gloria Macapagal Arroyo and the administration of President Benigno Aquino III.

The BMP also demands the state prosecutors to include as a requisite for turning Napoles into a state witness other Napoleses, her competitors in their operation to funnel public funds into their own accounts. “Everyone knows that all government subsidized projects have contractors and/or partnered with non-government organization, some maybe legit but the bulk are plunderers, same as Napoles.

“We acknowledge that Ombudsman Morales and her staff are agonizing as they sift through the documents but the public has been suffering unimaginably everyday by working hard and paying their taxes dutifully. The Ombudsman must truly work for genuine justice and not present the people with mere fall guys, because if they do so, the vicious cycle of corruption and patronage politics shall persist and will only push our people to seek justice by revolting in the streets ” Relova warned.###

Pork Barrel Regime a bane to Filipino workers

Official numbers and figures tell no lies—pork barrel, which include the Palace's Special Purpose Fund (SPF) and Congress' Priority Development Assistance Fund (PDAF)--has reached all-time highs under the administration of President Benigno Aquino III. SPF, which are funds under the discretion of Mr. Aquino, is set to be pegged at more than P400 billion in 2014 and out of that, PDAF will be pegged at P25 billion.

The public coffer is overflowing with money, yet this huge amount of money is spent upon the discretion of whoever sits in Malacanang, with no transparency and direct engagement with the people in determining government projects. Such ill-transparency and fiscal dictatorship is ridiculously upheld through Mr. Aquino's Disbursement Acceleration Program (DAP), a rip off from former dictator Marcos' decree (PD 1177 of 1977) which seeks to fast track government spending, but again, under the discretion of one person that is the President, making him the chef of quick fry pork.

This has been the system in past administrations, and this, in the eye of Filipino workers, is the legacy of Mr. Aquino—the leader of the current Pork Barrel Regime fueled by the undemocratic spending of our hard-earned money.

With Mr. Aquino defending and upholding the pork barrel system in his nationally televised public address, and with him hitting anti-pork groups, we in Nagkaisa—the biggest labor coalition in the Philippines—join in the people's call of scrapping ALL forms of pork barrel which, as government records show, is a major source of corruption in government.

We also the demand the filing of criminal cases against all government officials who have benefited, directly or indirectly, from the pork barrel. Justice and law enforcement must know no influence or position, and it must be dispensed without delay. Officials who determine the budget under the current system, such as Budget secretary Florencio Abad, Senate President Franklin Drilon, and House Speaker Sonny Belmonte must also be held accountable for crafting pork-filled budgets.

Instead of a Pork Barrel Regime, we want a government built upon genuine democracy, wherein working Filipinos who automatically pay their taxes are engaged in budgeting and policy making. Such participative budgeting system, in our view, is a major step toward combating corruption.

Finally, we in Nagkaisa demand the government to allocate our money, in the most transparent and democratic way, to social services and real jobs creation especially since the Filipino worker is getting poorer due to contractual labor and small wage.

DAP dialogue another spin brewed by Palace - BMP

Militant labor lashed out at Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma for his stubborn defense of the Disbursement Allocation Program (DAP) and called his invitation to a dialogue as another propaganda spin.

In an interview over government-run radio station, the Presidential spokesperson expressed President Noynoy Aquino’s intention to hold a dialogue with the critics of the DAP.

“What is the Palace’s expected output from this, to convert pork barrel critics into his yellow army of cheerleaders; there is nothing to cheer about in the first place. Transparency, accountability and good governance are mere sound bytes to Aquino and his graft-riddled government,” said Gie Relova of the Bukluran ng Manggagawang Pilipino (BMP).

The PCOO-concocted dialogue came after netizens and various anti-pork barrel advocates were dismayed at the address Aquino made over primetime television last week.

Relova added that, “Is it not enough that he took up primetime air time to force the nation to listen to his whining, he had his chance to position himself with the people sickened by a rotten system and an abusive government but opted not to”.

The BMP leader also said that, “Even if we accept their invite and (Aquino) answers all of the peoples’ queries and showers us with data on the outcomes of his DAP, it will be all for naught because the gist of the issue is its vulnerability to abuse and the perpetuation of patronage politics at the highest echelons of power. Aquino and all Trapos can no longer dupe an awakened and indignant people.

The BMP together with its allied organizations demand the total abolition of the pork barrel system in all branches of government, including the infamous DAP of Aquino.###
