COA sinabihan na ibunyag lahat ng report sa PDAF at Malampaya Fund 

‘Di inalinta ang pamamaril kuno sa tanggapan ng Commission on Audit (CoA), rinalihan ng mga miembro ng Bukluran ng Manggagawang Pilipino (BMP) ang ahensya upang ipanawagan ang pagsisiwalat ang lahat ng linalaman ng audit report ng Priority Development Assistance Fund (PDAF) at Malampaya Fund. 

Hindi kuntento sa mga pahayag ng mga opisyal ng Palasyo na maingat at tinipid ni Pangulong Noynoy Aquino ang paggamit ng kanyang discretionary funds, hiniling ng BMP na ilabas ng CoA ang kumpleto at walang kinikilingang audit report ng Malampaya Fund para sa mga taong 2010 hanggang 2012, sa termino ng Pangulo at hindi lamang yaong sa ilalim ng rehimeng Macapagal-Arroyo.

“Si Noynoy mismo ang mahilig magbida sa adbokasiya niya ng mabuting pamamahala. Puwes, nararapat lamang na ang Malampaya Fund ang unahin ng CoA. Kahit na si Commissioner Grace Pulido-Tan ay itinalaga sa CoA ng mismong Pangulo, obligasyon niya na itaguyod ang Seksyon 28, Artikulo 2 ng Konstitusyong 1987 na nagasasaad ng “ipatutupad ng Estado ang patakaran ng lubos na pagsisiwalat ng lahat ng transaksyon nito na pumapatungkol sa interes ng publiko,” sabi ni Leody De Guzman, Pangulo ng BMP. 

Nitong Enero lamang, inilabas ng Komisyon ang Sirkular 2013-04 na nagbibigay alam sa lahat ng departamento, ahensya, korporasyong pag-aari ng gobyerno at mga lokal na pamahalaan na tumupad sa kaparehong probisyon ng Konstitusyon.  

“Hindi na dapat magtaka ang CoA kung bakit ito pinuputakte ng kritisismo mula sa lahat ng kampo, nasusuka ang masa sa direksyong pinatutunguhan ng piling-pili at maka-isang panig na audit reports na pangunahing magsisilbi sa mga opisyal ng Palasyo at hindi para bigyang hustisya ang ating mga kababayan, bintang ng lider-manggagawa. 

Dagdag pa ni De Guzman, “Ang atake sa opisina ng CoA ay maaring para takutin ang mga empleyado ng ahensya na isiwalat ang buong katotohanan sa mga abuso ng mga opisyal ng pamahalaan. Umaapila ang mga manggagawa’t maralita ng katwiran, sa pag-asang makikinig ang CoA sa sigaw ng taumbayan para sa hustisya. Hindi kami umaasa sa sindakan dahil ito’y nakabase sa takot kaysa sa mahinahong lohika”. 

Gayundin, tinanong ng grupo kung bakit walang nababanggit sa kanilang Special Audit report kung paano winaldas ng noo’y Senador na si Noynoy Aquino ang kanyang alokasyong PDAF sa mga taong 2007 hanggang 2009. “Lumalabas na ayaw pakialaman ng CoA ang Pandora’s box ng korapsyon dahil mabubunyag nito ang kaparehong modus operandi ni Aquino at mga kapartido nito sa Liberal sa pagbuburiki nila sa kaban ng bayan,” pahayag ni De Guzman.###

CoA must disclose all PDAF and Malampaya Fund audit reports

Unfazed by the recent alleged strafing of the offices of the Commission on Audit (CoA), members of Bukluran ng Manggagawang Pilipino (BMP) picketed the agency to demand the full disclosure of the Priority Development Assistance Fund (PDAF) and the Malampaya Fund audit reports. 

Dissatisfied with the claims made by Palace officials that President Aquino spent his discretionary funds frugally and prudently, the BMP demanded that the agency reveal its complete and impartial audit reports of the Malampaya fund for the years 2010 up to 2012, the years under the present government and not only the years under the Macapagal-Arroyo regime.

“No less than the President has been trumpeting transparency and good governance, the CoA may as well start with the Malampaya funds. Regardless if Commissioner Grace Pulido-Tan is a Malacanang appointee or not, she remains duty-bound to no less than the 1987 Constitution which states under Section 28, Article 2 that, “the State adopts and implements a policy of full public disclosure of all its transactions involving public interest,” said Leody de Guzman, chairperson of BMP. 

In January of this year, the Commission released Circular 2013-04, notifying all departments, agencies, government corporations and local government units to abide by the very same constitutional provision. 

“The CoA must not wonder why it is under heavy fire from all quarters, the masses are sickened that the trajectory of their selective and biased audit disclosures are primarily in the service of the Palace officials and not to quench our countrymen’s thirst for justice,” the labor leader alleged.

De Guzman added that, “The recent attack on the CoA may have been aimed to harass CoA employees in revealing the whole truth about the abuses of government officials. The workers and the poor also appeal for reason, hoping the CoA would hear the people’s cry for justice. We do not rely on terror which thrives on fear rather than on sober logic”.

The group likewise queried why the agency failed to mention in its Special Audit report how then Senator, Noynoy Aquino disbursed his PDAF allocations from 2007 up to 2009. “It appears that CoA does not want to pry open the Pandora's box of corruption lest it discloses the same modus operandi by Aquino and the Liberal Party on the nation's coffers," de Guzman predicted.###

Militante sa CoA: Isiwalat lahat! 

Iginiit ng mga progresibong grupo sa Commission on Audit (CoA) na isiwalat sa publiko ang lahat ng audit reports nito at hindi lang yung paborable sa mga opisyal ng Palasyo. Sa partikular, hiling nila na isapubliko ang lahat ng report ng ahensya sa Priority Development Assistance Fund (PDAF) at pondo mula sa kinita sa Malampaya para sa taong 2010 hanggang 2012.

Ito matapos nagbigay ng testimonya sa Blue Ribbon Committee ng Senado ang pangunahing whistler-blower na si Benhur Luy na hanggang sa taong 2012 ay nagawa ni Janet Lim-Napoles at mga kasabwat nitong mga mambabatas na maglihis papunta sa kanilang mga bulsa ang mga alokasyong PDAF at pondong Malampaya at ang mga special na report ng CoA ay limitado lamang sa mga taong 2007 hanggang 2009, mga taong matapos kumalas sa koalisyon ng dating pangulong Gloria Macapagal-Arroyo ang Partido Liberal ni Pangulong Noynoy Aquino. 

“Bilang pinakatapat na tagapagbayad ng buwis, hinihiling namin ang buong katotohanan. Pinagnakawan at niloloko ng paulit-ulit ang sambayanang Pilipino ng mga pulitikong nagpapanggap na mga lingkod-bayan, ngayon naman ay lalo pa kaming iinsultuhin nitong CoA sa pagkukubli nito ng katotohanan at ang linalabas lamang ay ang mga report na may basbas ng Palasyo,” ani Leody de Guzman, pambansang tagapangulo ng militanteng Bukluran ng Manggagawang Pilipino (BMP).

Ayon sa mga raliyista, ang tanging motibo ng special audit report ng CoA sa PDAF at pondong Malampaya para sa taong 2007 hanggang 2009 ay para wasakin ang reputasyon ng nagdaang administrasyon na ang epekto naman nito ay pa-pogi sa kasalukuyang nakaupong Pangulo at hindi pa para bigyang hustisya ang taumbayang biktima ng pork barrel scam.

“Magsawa si Aquino kakasisi sa nagdaang rehimen ngunit hindi-hindi niya mapapahupa ang isang galit, mulat at palaban na mamamayan. Alam na ng lahat ng Pilipino na matagal nang mina-mastermnind ng mga nasa tuktok ng gobyerno ang korapsyon at nagaganap ito hanggang sa kasalukuyan. Sumabog na sa sariling mukha ni Aquino ang boladas niyang “tuwid na daan,” bintang ni de Guzman. 

Samantala sinabi naman ni Aaron Pedrosa, tagapagsalita ng grupong Sanlakas na, “Sa panahon ng sigalot, kailangan ng taumbayan ng inspirasyon at integridad, kahit pa siya’y ni Aquino appointee, kailangan sagpangin ng Commissioner Grace Pulido-Tan ang hamon ng ating panahon; kailangan magsilbi sa masa ang CoA at hindi sa pampulitikang interes ng Partido Liberal. 

Nangako ang mga grupo na maglulunsad pa ng iba’t-ibang pagkilos para patuloy na igiit ang pagsisiwalat ng lahat ng report hanggat hindi natitigil ang pagmamaniobra at pagiimpluwensiya ng Palasyo. Dagdag ni Pedrosa, “hanggang hindi nalalagpasan ang mga ‘to, hindi masisiwalat ang totoong kalagayang pampinansiya ng gobyerno ay sa huli’y, mananatiling biktima ng kawalan ng hustisya ang sambayanang Pilipino”.###

Groups demand CoA to disclose all audit reports, 

Says Filipinos deserve the truth

Progressive groups urged the Commission on Audit (CoA) to divulge to the public all audit reports and not only those favorable to Palace officials. The activists in particular, demanded the full disclosure of the audit reports of the Priority Development Assistance Fund (PDAF) and the Malampaya Fund for the fiscal years of 2010 to 2012.

This after state primary whistle-blower Benhur Luy testified before the Senate Blue Ribbon committee that Janet Lim-Napoles and cohorts siphoned PDAF allocations and Malampaya funds up to 2012 and the agency’s special reports on the PDAF and Malampaya fund are limited to 2007 up to 2009, the years following the breakaway of the Liberal Party from the ruling coalition of then President Gloria Macapagal-Arroyo.

“As the most consistent taxpayers, the workers demand the truth, we deserve the truth. The Filipino nation has already been robbed and duped by numerous politicians posing as public servants and now, the CoA is literally adding insult to injury by concealing the truth and presenting only audit reports that have Malacanang’s blessing.” said Leody de Guzman, national chairperson of the militant Bukluran ng Manggagawang Pilipino (BMP).

The protestors allege that the motive for the special audit report of the CoA on the PDAF and Malampaya Fund for the years 2007 to 2009 was to discredit the past administration and in effect will lead to the added credibility of the sitting President and not to serve justice to the indignant nation. 

“Aquino may play the blame game all he wants but he can never pacify an enlightened and vigilant people. All Filipinos know that corrupt practices have long been masterminded by those in the highest echelons of power and even up to the present regime. His daang matuwid rhetoric has imploded and reared its ugly head,” de Guzman charged.

Meanwhile Sanlakas spokesperson, Aaron Pedrosa said that, “In this period of turmoil the Filipino nation need a beacon of light that will dispel all uncertainty and exhibit integrity. Despite being an Aquino appointee, Commissioner Grace Pulido-Tan must accept the challenge of our times; the agency must genuinely serve the people and not the political interests of those in the Liberal Party. 

The groups vowed to sustain public pressure on the audit agency until all doubts of political maneuverings and undue influences are extinguished. Pedrosa added that, “not unless such obstacles are conquered, full disclosure of all government revenue and expenditure will never be achieved and our people denied of justice once again”.###

Militant Labor doubts Sotto’s 14th month pay bill,

Calls him a publicity stuntman

Labor group Bukluran ng Manggagawang Pilipino (BMP) casted a bundle of doubts at the proposed Senate bill 1645 or the 14th month pay bill filed by Senator Tito Sotto yesterday. 

“Sotto is not a neophyte politician nor is he a known populist in all his years in politics for him to have illusions that his bill be passed into law knowing that he may earn ire of employers, he shall not betray his capitalist class interests. So why does he propose a mandatory 14th month pay for all employees in both the public and private sectors, his intention is to bribe the people into calming down after the much-publicized pork barrel scam where his colleagues have been implicated and charged,” said Gie Relova, BMP regional Secretary General for the National Capital Region and Rizal.

Relova was quick to added that, “Technically, Senate bill 1645 once a law could be easily implemented for the employees in the public sector because it would just be a matter of allotting public funds for such, but in the private sector, it’s a whole different story. It’s not that we see no significance in Sotto’s proposal but it simply not grounded and applicable to all rank and file employees in both public and private sector”.

However, the BMP acknowledged that the content of Sotto’s explanatory note in Senate bill 1645, Sotto being the first public official to recognize that the recent ten peso wage increase for workers in Metro Manila is measly, not enough to cover basic necessities due to sharp price increases of commodities and the dire need of extra earnings to cover school and medical expenses.

“Better yet, we urge Sotto to file a bill that will scrap the value added tax in all basic commodities. That would be more realistic and applicable than his mandatory 14th month pay proposal, the labor leader pitched.

“If indeed Sotto is sincere to provide the workers with an economic cushion, we advise him to join us in pressuring his fellow senators into voting in favor of the bill by joining us in the parliament of the streets, be the true champion of wage-earners and not the publicity-stuntman reputation that he has acquired in his years in politics, Relova concluded.

Pagtatakip kay Noynoy, Lacierda pinuna

PINUNA ng militanteng Bukluran ng Manggagawang Pilipino (BMP) ang Presidential Spokesperson na si Edwin Lacierda dahil sa patuloy na pagtatakip nito sa nawawalang Noynoy Aquino. Ayon sa grupo, dapat pa nga ay sabihan niya si Aquino na mag-report na sa trabaho dahil marami pang ibang pambansang isyu liban pa sa hostage crisis sa Zamboanga.

“Ginagawang tanga ni Lacierda ang taumbayan sa kanyang mga pahayag na hindi makontak ng Palasyo ang Pangulo para sa tindig nito sa ilang mahahalagang isyu. Napaghahalatang walang lohika at ‘di magkakaugnay ang mga binitawang palusot ni Lacierda sa totoong dahilan kung bakit walang tindig ang pangulo at totoong kinaroroonan nito. Kalituhan lang ang nalikha ng kanyang pahayag, sabi ng lider nitong si Gie Relova.  

Nakakainsulto raw ang pahayag ni Lacierda na dahil sa pagsasara ng paliparan at pier ng Zamboanga at saradong mga tindahan ay walang balitang nakakarating sa Pangulo at hindi raw maka-komento sa mga kaso ng pandarambong kay Janet Lim-Napoles, tatlong oposisyong Senador at tatlumpu’t-apat pang opisyal ng gobyerno, pagpapaliban ng eleksyon ng Sangguniang Kabataan at ang panawagan na i-certify as urgent ang panukalang Freedom of Information sa Kongreso.

“Balik Noynoying nanaman ba si Noynoy,” tanong ng lider manggagawa. Nanghihinayang ang BMP dahil sa marami pang iba pang isyu na kailangan ng maagap ng tugon labas pa sa krisis sa Zamboanga gaya na lamang ng nabalitaang pagtaas ng bilang ng walang hanapbuhay, ang ‘di-makataong kalagayan ng mga inilipat na komunidad galing sa tabing-ilog sa mga relocation sites ng gobyerno at ang salot na kontraktwalisasyon sa lahat ng industriya.  

Igiiniit ni Relova na, “Parehong nabubuhay si Aquino and Lacierda sa pawis at sakripisyo ng milyong manggagawang Pilipino sa pamamagitan ng kinakaltas na buwis sa aming sahod at E-VAT, kung kaya’t nararapat lamang na hilingin namin ang kanilang pinakamaayos na pagsisilbi sa paggampan ng kanilang mga tungkulin at responsibilidad. Ang pagsisinungaling at hindi paggampan ay kabaliktaran ng halaga ng aming buwis”.

Binalaan din ni Relova ang mga opisyal ng Palasyo na kung hindi sila magaayos ay mas maiging mag-resign na lamang sila sa pwesto.
